The current Chief Commissioner of Islamabad Capital Territory (ICT) Mr. Amir Ali Ahmed is also holding the additional charge of the Chairman of the Capital Development Authority (CDA) and has been one of the longest serving official at senior level in ICT administration but the affairs of the ICT/Islamabad are getting worse with every passing day with no writ of government in sight anywhere.
A capital of a country is the model city of any country and reflects the implementation of laws and the extent to which the writ of the state exists, but regretfully the Islamabad Capital Territory (ICT) / Islamabad seems to be piece of land with no one heading it and a picture of complete lawlessness. Its a city where all the country’s government officials want to get transferred to but with the exception of few no one wants to deliver which is creating new problems every day while old unsolved problems piling from decades. Some of the immediate problems the majority of ICT residents wants to be resolved are:
Extreme Over Pricing of Food Items
The prices of food items in ICT have always been very high compared to other cities of the country but in the holy month of Ramazan the prices of fruits, vegetables, meat and all other consumables are twice the government approved rates and even though the price lists are provided to all shops and stores by the administration but no effort is being taken to implement them at all and public is forced to buy food items on extremely high prices as per sources and survey done by the HeadQuarters Daily team itself after visit of several big and small markets of ICT.
On May 19 also when the Chief Commissioner ICT via his official twitter handle issued the Price List of Food Items, same day a survey was conducted by ‘The HeadQuarters Daily’ which revealed that the price list is not followed at all by big and small shops and stores and is mere eyewash.
The Editor in Chief of “The HeadQuarters Daily” informed the Chief Commissioner of the non implementation of his office price list, but no action has been taken till date nor is expected due to the nexus between the lower staff and the shops and big store owners, as per sources.
When inquired the response of the sellers was that these rates are a formality which are not even followed in ‘mandi’ how we can follow.

ICT Roads, Streets and Markets Stormed by Professional Beggars and Transgenders
On 19th April 2019 the Chief Commissioner, Deputy Commissioner office and other government offices were informed of the serious problem faced by the residents and visitors of ICT from the professional beggars and other issues like lack of cleanliness, security issues and others but no response or action in this reagard was taken.
If the vastly resourceful Capital city cannot eradicate beggars specially of such type, nor is there any cleanliness or security how can the new Tourism Policy be implemented @HamidMirPAK @Benazir_Shah @Kashifabbasiary@KlasraRauf @mubasherlucman @MJibranNasir @arifhameed15

Again on the evening of May 18, 2019 The Editor In Chief of “The HeadQuarters Daily” highlighted the issue of thousands of professional beggars and Transgenders on the roads, streets and markets of Islamabad who are both a big security risk for the capital while a bad image for the city but no response was given by the Commissioner himself or his staff nor any action was taken in this regard.

Muhammad Hamza Shafqat, the Deputy Commissioner of Islamabad is one person who is proactive in resolving public interest issues of the ICT and is becoming famous among the ICT residents for his quick response but seems he is facing big obstacles from some mafia in eradicating the menace of professional beggars. On May, 20 just after initiating the drive against professional beggars it was stopped, which is beyond understanding and the city is full of professional beggars again who do not even stop from harassing those who do not pay them.
Dilapidated Infrastructure
The roads, footpaths and parks of Islamabad Capital Territory are in dilapidated condition, not maintained and litter spread everywhere which raises the question that where are all the thousands of ICT and CDA employees who take salaries from the public exchequer but not doing any work as per their job descriptions.
Billions of rupees spent on construction of roads and footpaths also seem to be usurped and construction activity being recorded only on papers as factually the footpath’s are broken, roads are cracked and bumpy and the pedestrians and people with disabilities being totally ignored.
Even the landscaping in the city is being greatly neglected.
Non- Sterilization Of Eating & Drinking Utensils’ in coffee shops, restaurants and hotels
An other big issue in the ICT which the locals and the tourists face is that with the exception of two restaurants and two big hotels of Islamabad all other particularly all tea- coffee shops and restaurants in ICT are not following standard procedures and equipment for ‘STERLIZATION OF EATING AND DRINKING UTENSILS/CROCKERY’- this massively increases the risk of spreading infectious diseases particularly Hepatitis . It seems the ICT adminstration is sleeping over this issue also for decades which is big crime internationally.
